This is a system in which part of the tuition and other expenses are paid by the government to incumbents and unemployed persons who meet certain conditions and who have completed education and training courses designated by the Minister of Health, Labor and Welfare.

Applicants must have at least three years of employment insurance coverage (at least two years for first-time applicants) as of the course start date (April 1st).

Applicants must have been covered by employment insurance for a total of three years or more (two years or more for first-time applicants) between the day following their resignation date and the start date of the course (April 1st).

*If you are receiving this benefit for the second time or later, at least three years must have passed since your last benefit payment.
